When people are fined, whether for speeding, perjury, assault, or any other criminal offense, where does that money go? Do states get the money from crimes against state laws, federal gets federal, etc.? And is that money used like tax dollars?

Why doesn’t the government just ask the car makers to make cars that do not go beyong the maximum speed limit and then get rid of all the speed cameras? Or is the government actually funding car makers to make faster cars and trebble the speed cameras? any one fro the Traffic department?
