Can they even do that???!!!?
I got pulled over today for going 73 mph in a 55mph but i had just passed someone and had not yet slowed down. Well a FDOT(Florida Department of Transportation) decided to pull me over and give me a 0 ticket! This was my first defense, i'm sixteen. Most of my friends speed regularly and if they get pulled over (by a regular police officer) they always got a warning..no matter how fast they were going. This was my first time speeding and i'm so upset. Can the fdot pull you over? I thought they could only pull over semis..

yes they can do that
it doesn’t matter if you were passing someone speeding is speeding, you were going almost 20 mph over the limit so you either went way to fast than you need to just to pass or the person you passed was already going about 10 mph over the limit to begin with
also the reason you got a ticket and your friends normally don’t is because you got pulled over by a DOT officer and they’re always more strict, they’re also a police officer they’re just more focused on commercial big trucks but they’re still a regular cop, they’re just specialized in DOT regulations for commercial trucks basically, just like lets say a Homicide Detective they’re just specialized in Homicide (murder) cases but they started out as a normal street cop and can still pull people over if they wanted to, another reason they were probably more strict is because they might have been new, also because you were technically in the "Careless & Reckless" territory which in my state of NC if its 15 mph (might be 20 mph can’t remember) or more over the limit then its considered Careless & Reckless instead of Speeding so you should be kind of lucky he gave you a Speeding ticket instead of a Careless & Reckless ticket

Speeding to pass is still speeding and as you found out, FDOT can.

I guess you got pulled over by the wrong cop. In the grown up world, actions have consequences. Welcome to the grown up world.
